Information on the 2010-11 Budget

On Tuesday, May 18, district residents passed a $59,695,901 budget for 2010-11. The budget passed with 1,792 yes votes and 850 no votes.

District residents also passed a $330,284 proposition to purchase four school buses. There were 1,412 yes votes and 981 no votes.

In addition, residents also elected two members to the Board of Education for three-year terms. The results of the Board of Education election were:

  • Adam Boese: 1,314
  • James Kimiecik: 1,697*
  • Barbara Korycki: 850
  • Giovanni Pirraglia: 613

This budget represents the lowest spending increase in more than 20 years - at 0.07 percent - during a year when the district faces a 12.6 percent loss of state aid.

Voters asked to complete anonymous voter exit survey

May 17, 2010 - The budget vote will be held tomorrow on Tuesday, May 18. District residents will be asked to fill out a voter exit survey following their turn at the polls. The exit survey is completely voluntary and anonymous. District officials will use the results to guide future decision-making with budget development. Full story


Budget highlight: Understanding a contingency budget

May 13, 2010 – If the budget is defeated on May 18, the district will go directly to a contingency budget and will not hold a revote. A contingency budget would mean an additional $161,013 in budget cuts for Goshen, including approximately $140,000 in equipment and approximately $20,000 in cuts to salaries. Full story

Absentee ballot applications due to district clerk by May 11

May 10, 2010 – If you are unable attend the annual budget vote on Tuesday, May 18, you may obtain an application for an absentee ballot. Please note that applications for an absentee ballot must be received by the district clerk by Tuesday, May 11. Full story

What happens if the budget is defeated? Understanding a contingency budget

May 3, 2010 - Under state law, school boards can submit a budget to voters a maximum of two times. If the budget is defeated on May 18, the Board of Education may present the same budget for a vote, a revised budget for a vote or adopt a contingency budget. If the budget is defeated twice, the board must adopt a contingency budget, by law. Full story

February 19, 2010 - Much like the average homeowner, many school districts set aside savings, or undesignated financial reserves, in case of emergencies or unexpected costs. These “rainy day” fund balances could be used, for example, to repair a boiler that stops working or to help make up the difference if fuel prices skyrocket unexpectedly. Full story


Board of Education adopts Philosophy and Vision for budget development

February 11, 2010 - At the November 16, 2009 regular Board of Education meeting, the board members agreed to the following Philosophy and Vision Statement pertaining to the development of the 2010-11 budget, e.g.: It was stated by the board president, in light of two months being devoted to goals, definable objectives, timelines, and student achievement, it was agreed that the budget process be goal driven.


Governor Paterson releases 2010-2011 budget proposal

January 22, 2010 - On January 19, the Governor proposed cutting $1.1 billion in education spending statewide in order to help compensate the projected $7.4 billion state deficit, as a part of his budget proposal for New York State. Full story


Governor Paterson announces proposal for unfunded mandate relief

January 21, 2010 - According to his website, Governor David A. Paterson has announced that he will propose a four-year moratorium on unfunded mandates in his 2010-11 Executive Budget to help keep property taxes down and ease the burden on local governments during an unprecedented fiscal crisis. January 14, 2010 - Governor David Paterson announced this morning that he will complete state aid payments to governments and schools that he had delayed in December, now that state reserves are more secure. Full story


Federal Race to the Top (RTTT) grants available

January 14, 2010 - Race to the Top (RTTT) is a competitive U.S. Education Department grant that is open to State Education Departments. New York may be eligible to receive up to $700 million in funds. Full story

Goshen state aid payment delayed

December 18, 2009 - School districts across New York State have seen a delay in their state aid payments, with Hudson Valley Schools receiving about $5 million less than promised.

On December 14, Governor Paterson delayed 10 percent of state aid funding slated for public schools. Goshen was to receive $627,576 in state aid, but only received $564,818 -- a reduction of $62,758. Full story
